Perhaps 3.00 pm was a significant time to the gifted artist as portrayed on the clock's face. Situated at the left of Big Ben, is the Palace of Westminster; the meeting place of the House of Common and the House of Lords. Both these houses make up the Parliament of the United Kingdom.
